One bank operates six top-level categories in each market. Four are the same. The two it chooses freely are not, and the choice is the whole finding.

The trade-off named

Density buys competence and pays in trust. The United Kingdom spends its discretionary space on people in difficulty; Hong Kong spends it on people with capital. Neither is wrong. Both are unexportable.

The finest grain this floor reaches: not a description of a navigation but the navigation itself, label by label, as the discretionary slot was found. These are reconstructions of published menus — the labels are the bank's, the grouping is theirs, and nothing here is a live link.

What is absent

Under UK Wellbeing: bereavement support, losing your job, mental health, separation, financial and domestic abuse, support for gambling. There is no equivalent anywhere in the Hong Kong navigation — not buried, absent. And the UK carries no stock screener, no IPOs, no warrants and no live market data. Each market's omissions are as designed as its inclusions.

Three readers against the menus above, with the information scent recorded at every step. The third is the control: one person, one bank, one mental model, carried across a border.

Four clicks, and at no step is she asked to translate her problem into product language. Elevating Wellbeing to a top-level slot is a claim that users in difficulty are a primary user group — regulatory intent turned into architecture.

Two valid routes to adjacent goals — redundancy, which is a feature of an architecture built for a population that already knows the vocabulary. And the mirror of Sarah’s case: this navigation would fail her completely, and was not designed otherwise.

Her fluency in Hong Kong was never individual skill; it was alignment between her mental model and the design model. In the United Kingdom that alignment breaks at step two, and no amount of expertise compensates for a structural mismatch. The architecture tells her, without saying it, that she is not the user it was designed for.
