10A collection is a body of evidence that already exists in public, structured form — a standards document, a registry, a repository — reproduced whole with the source named and nothing invented. The Institute adds the framing and, where two sources are joined, the join.
Every collection states what it cannot tell you. Where a number is a ceiling rather than a count, it says so. Where a column was removed because it could not be supported, it says that too.
